Analysis of progress in antiretroviral therapy (ART) in seven program provinces of China Global Fund Round 4/China-UK AIDS program

Background: To analyze the progress in ART in the 7 program provinces over the past 2 years.
Methods: Compare and analyze program performance in ART (e.g. number of ART patients at baseline, number of ART sites and number of current ART patients) between July 2005 and December 2007, through M&E data collected on a quarterly basis after the launch of the program.
Results: All 76 program counties in the 7 program provinces set up ART sites from July 2005 to December 2007. The number of patients on ART increased from 89 at baseline to 12,495, with an average quarterly growth rate of 0.5, higher than the national average growth rate. The highest growth rate was witnessed in Yunnan where the number of patients on ART increased from 6 at baseline to 5616, with an average quarterly growth rate of 0.6. Since the launch of the program, the ART service network has expanded considerably, covering PLWHA in both program and non-program counties. Working with explorative efforts to achieve a major breakthrough ,Within a short period of 6 months in 2007, 60 PLWHA from reeducation-through-labors have started ART . PLWHA in the program provinces of China Global Fund AIDS Program Round 4 were mainly infected through injecting drug use, which posed special challenges such as the high mobility of drug users, drug dependency, poor adherence to treatment, side effects and toxicity and drug interactions.
Conclusions: The implementation of the program promoted ART in program areas, especially ART amongst injecting drug users (IDUs).
