As HIV prevention research has become more multi-dimensional in recognizing the interaction of biology, behavior, and social structure, interesting questions have been raised about gathering and interpreting evidence to know what really works in HIV prevention. This satellite session will be a moderated panel discussion on current controversies, opportunities, and challenges in defining and evaluating evidence for program and policy decisions. It will be the culmination of a series of similar discussions held over the past year at various AIDS conferences and will be the venue for disseminating a draft consensus statement derived from all these discussions. Panelists and participants will represent HIV prevention researchers, community-based programmers, advocates, funders, and policy-makers who have been grappling with the "evidence" question. Some questions to be explored include: What kinds of evidence can and should be used to determine whether HIV prevention programs and interventions really work? What happens when we move from "efficacy" to "effectiveness" --from controlled research settings to "real world" implementation? How do we best derive evidence related to social drivers of HIV epidemics and strategies to address them? What are the implications of evidence emerging from recent clinical trials of biomedical technologies with null or negative results for setting priorities in HIV prevention? Following the moderated panel discussion, there will be time for audience questions and discussions.
