The Caribbean countries have contained HIV prevalence to 1% (range <0.2% to >2%). However, rates are much higher (up to 30% or more) among sex workers and MSM.
The 2nd speaker advocates for greater involvement of the most at risk populations mentioned above. "Since 1996, there has been dramatic progress in involving PLHIV in national/regional consultations. However, their involvement in policy decisions and budgetary allocations remains limited. Vulnerability and the civil society's structural role must be supported if programming is to advance.
The Pan Caribbean Partnership against HIV and AIDS (PANCAP) has marked its 6th anniversary. The presentation will discuss the context, approaches and lessons learned in the implementation of the Caribbean Regional Strategic Framework during the period 2001-2006.
The Pan Caribbean HIV Forum brings together all stakeholders to confront the barriers that hinder effective HIV responses. Regional Ministers of Health and stakeholders have endorsed this call for a biennial Regional Forum to address Caribbean-specific challenges. The Forum will address legislative barriers, policy gaps and universal access.
