Asian Harm Reduction Network
The Asian Harm Reduction Network (AHRN) is a global information and technical support network counting over 1,600 members. The network was created to link and support the people and programmes operating in Asia to reduce drug-related harm among drug users (especially HIV and AIDS and other blood borne infections). AHRN’s key activities include networking, information sharing, advocacy, capacity building, research and programme and policy development. AHRN remains a staunch civil society representative for marginalized and criminalized communities with a focus on drug users in the Asian region.
AHRN is currently undergoing an organizational expansion and additional mandates will soon include service delivery and project implementation. With these new mandates, AHRN will seek to respond to the needs at ground level by linking drug use and HIV with poverty as a key driver of the twin epidemics.
Objectives:
- To establish a sustainable harm reduction network based in Asia;
- To develop a more comprehensive understanding of patterns of (injecting) drug use and associated harms (especially HIV infection) in Asian countries;
- To provide a forum which will encourage communication and information exchange between individuals, organizations and countries;
- To provide training and support for individuals and organizations in Asia, sharing core skills and a coherent philosophy which can underpin their work;
- To facilitate, advocate and raise awareness about policy and programme development, implementation and evaluation at NGO, government, regional and international and civil society levels;
- To promote, train and support national harm reduction networks.
AHRN provides regional leadership while addressing a niche in the coordination of the HIV and AIDS response in Asia, as exemplified by its identification as a Best Practice model (UNAIDS, 2001) and its more recent certification, performed by the Société Générale de Surveillance (SGS) in 2005, for complying with international operating standards. The AHRN Secretariat is supported by the Royal Dutch Government.
